Raúl is a partner of Squire Patton Bogg’s international arbitration group and co-leads the Firm’s Latin America international arbitration practice from Miami.  Raúl acts as lead counsel and as an arbitrator in international arbitrations.  He has acted in more than 70 international commercial and investment treaty arbitrations.  Most recently, Raúl successfully led Ecuador’s defense in Worley International Inc. v. the Republic of Ecuador, a seminal investment-treaty decision upholding Ecuador’s corruption and illegality defense.  Raúl’s current arbitration workload, includes representing five Latin American states in twelve ongoing international arbitrations, as well as several private companies in commercial arbitrations.  Raúl is also active in arbitration related judicial proceedings before United States courts, and currently leads the defense of the Federal Republic of Nigeria and Ecuador in award enforcement proceedings before U.S. courts.

Raúl has two law degrees: one in civil law and another in common law.  He is recognized as a leader in the field by several publications and was recently appointed Member of the ICC Commission on Arbitration and ADR.
